richly embroidered with gold laurel leaves, and similar embroidery is placed onthe breast, flaps, and back. The buttons, sword, hat, &c. are those of the fulldress of the Royal Household. On the 7th of March 1834, the Senate of theIonian Islands passed a decree authorizing the Chancellor to wear the Uniformwhich had been appointed for the “ Ministerial Functionaries of the FirstClass, in the service of those Statesnamely, a single breasted blue coat, withblack velvet collar and cuffs, which, with the flaps, are embroidered with goldlace of the pattern appointed for the Corps Diplomatique of this Country : thebuttons are gilt, having thereon the Septinsular Lion, surmounted by the BritishCrown, and surrounded with branches of olive.
THE SECRETARY.
Under the Statutes of 1818, the Secretary to the Order was to be theSecretary to the Lord High Commissioner in the Ionian States for the timebeing, 3 who was accordingly appointed and Invested by the Grand Master, atCorfu, on the 17th of November 1818 ; 4 and he retained that Office until the year1833, when he was promoted to the rank of Knight Grand Cross, since whichtime it has remained vacant. He was directed to “ prepare drafts of allinstruments to be passed under the Seal of the Order, and engross them 5 butthe provisions respecting the Secretary in the Statutes of 1826, stood thus :“ The Secretary for the time being shall keep the Official Seal, and shall executeand promulgate such orders as the Grand Master may think proper to issuetouching the Order, and shall duly report for his information all occurrences andproceedings which it may be expedient to communicate to him.” 6
In the Statutes of 1832, it is declared : “ That the Secretary to the Order shallbe appointed by the Grand Master. He shall be resident within Our Island ofMalta, and shall faithfully obey and execute such commands as may be trans-mitted to him by the Chancellor, respecting the said Order. He shall carefullyrecord all proceedings relating to the Order which may take place within OurIsland of Malta and its Dependencies, and shall regularly, and without delay,transmit a copy thereof to the Chancellor, and to the Registrar.
