statu quo, though never to he permitted to take theirvows until forty years old, as who should be dispassionateto discuss, decide, govern ; of whom the six eldest neces-sarily, and six more at the Grand Master’s choice, shallform his privy council.

3. The Commander-in-Chief of the troops in the Order’spay is to obey the Grand Master alone.

4. Pardon, and nominations, and graces of every des-cription, are to come from the Grand Master in council orchapter general; except that he can in no way facilitatethe profession, which must preserve its ancient rigid form—the protecting powers neither intermeddling with itthemselves, nor allowing it in others.

5. Knights free form the substantial, powerful, andactive—the real and superior, though in name the secondclass,—and their exemption from celibacy and strictgenealogical proofs is no more than a change of words ;since such exemptions are in full use already, but byfavour, and nearly the same as to religion—at least everyform of Christianity.

6. Here too let all such favours, not be abrogated, butsimply become law. And let the Grand Master (now atRome) be authorized to issue a proclamation that thisclass is open to all Christians and Mahometans (since theOrder has no longer Mahometans to make war with, butto be their cordial friends), on their producing threeshort documents. 1. That the candidate is of no disre-putable parentage. S2. Himself of honest conduct. 3.That he has the means and the will to submit to the
