When France was at war with the other powers, adecree of the council of the order was passed, that only four vesselsof each belligerent squadron should enter at a time into the port ofMalta to water. No exception therefore existed in favour of Eng-land. The plan of the decree, in twelve articles, is at the end of thereport.
